The best route to address your issue is by opening a ticket with our billing 
support departmen <https://cloud.google.com/support/billing/>t. You can 
also try to create the account using an incognito window 
<https://support.google.com/chrome/answer/95464?co=GENIE.Platform%3DDesktop&hl=en>
 
that will discard there is a problem with the cache of your browser.  I
