I have noticed, deleting old image files (google storage) or deploying services into a clean project made things a bit faster. I don't know if it was a coincidence. They are probably trying to fix this.
I ran into random timeout errors too. At one case, it said "server at .....appspot.com could not be found" or sth like this.
