You can’t delete a service which has traffic on it and since this is the only service you have, you can’t remove the traffic from it. You may disable your app <https://cloud.google.com/appengine/kb/#disable> if this is the only service in it through the Settings Menu. I should note that you won’t be charged for the services that you have stopped them.
