URLFetch is a little flaky in app engine. Always has been, kind of like mail. I 
suspect rolling your own fetch using URL connections wouldn’t help at all.

Over the many years I’ve been using GAE, I’ve noticed that both mail and url 
fetch errors tend to cluster. Like storms that pass through, causing lots of 
errors, and then move on and everything is good for a few weeks.
