You are right: apps running in the App Engine flexible environment can 
write logs that are in addition to what is included in the App Engine 
standard environment. For related information, you may have a look at the 
"Supported environments" sub-chapter

the Logging Agent" online document. 

What additional relevant data would you like to see in the Request Log? The 
list of existing data field in this log is listed in the "Understanding 
request log fields" sub-chapter 
<https://cloud.google.com/appengine/docs/standard/python/logs/#understanding_request_log_fields>
 of 
the "Reading and Writing Application Logs" online document. 

Contrary to what you seem to assume, one does have access to third-party 
libraries in the standard environment, as detailed in the "Using 
third-party libraries" document
