If your project contains so many file paths, as the reference to Wordpress seems to indicate, you might have oversaw one file name containing a non-ASCII character. If you are sure that no such character is present neither in paths, file names, nor app.yaml, it is worthwhile opening an issue in the public issue tracker <https://issuetracker.google.com/>.
