I recommend that you double-check the steps you have taken to add either Google-managed SSL certificates or your own SSL certificates. If the issue still persists, you can report the issue to the Issue Tracker <https://cloud.google.com/support/docs/issue-trackers> with more details so that we would be able to dig into the issue.
