I am curious, why cannot you create a billing account? Is it because you
are not able to provide a credit card? or is it because you are worried to
be charged?

Note that you can set daily spending limits
<https://cloud.google.com/appengine/pricing#spending_limit> or use the
max_instance
<https://cloud.google.com/appengine/docs/standard/nodejs/config/appref#scaling_elements>
setting
to make sure you are not using more instances than the free tier.
