It seems the issue is explicitly pointing towards an encoding/decoding issue. A quick search shows it can be a simple having non-UTF8 character on computer(host) name <https://stackoverflow.com/questions/35120496/server-py-says-unicodedecodeerror-utf8-codec-cant-decode-byte-0xe9-in-positi?rq=1>, a library that used a non-UTF8 char <https://github.com/kennethreitz/requests-html/issues/91>, and the like <https://stackoverflow.com/questions/5552555/unicodedecodeerror-invalid-continuation-byte>.
