I recommend that you uninstall your Cloud SDK, reboot your machine, and 
reinstall a fresh copy of it via this link 
<https://cloud.google.com/appengine/docs/standard/python/download> and make 
sure no tools (firewall, proxy, etc) intercept HTTPS traffic.

If the issue persists, you may report it to the Issue Tracker 
<https://cloud.google.com/support/docs/issue-trackers> for further 
investigation.
