I’m not sure if you are using App Engine Standard or Flex so I will give 
you information about both of them:

For App Engine Standard, as stated in this document: An overview of App 
Engine 
<https://cloud.google.com/appengine/docs/standard/python/an-overview-of-app-engine#limits>
:

-For free apps, there is a maximum of 5 services per app

-For paid apps, there is a maximum of 105 services per app 

For App Engine Flex, as stated in this document: An overview of App Engine 
<https://cloud.google.com/appengine/docs/flexible/java/an-overview-of-app-engine>
:

There is a maximum of 5 services per app

If you are using App Engine Standard, you will need to enable billing 
<https://cloud.google.com/billing/docs/how-to/modify-project#enable_billing_for_a_new_project>
 
in order to increase the maximum services you can have per app. After doing 
this, the limit should automatically increase to 105 services per app.

If you are using App Engine Flex and have a role based or platinum support, 
you may be able to increase the limit of services you can have per app by 
contacting 
us <https://cloud.google.com/support/>.
