Currently Cloud Armor does not support App Engine. The App Engine engineering team is working on a solution for App Engine but there is no ETA. You can star and follow this existing Public Issue Tracker <https://issuetracker.google.com/70604631>for App Engine to support Google Cloud Load Balancing <https://cloud.google.com/load-balancing/>, which will in turn allow it to work with Cloud Armor. All further communications and updates about this should occur in the existing Public Issue Tracker report <https://issuetracker.google.com/70604631>.
