We had some reports from asia-south1 and asia-northeast1 regions as reported via Issue#113859892 <https://issuetracker.google.com/113859892> which seems to be resolved. If the issue still persists, I recommend to report it via the Issue Tracker <https://cloud.google.com/support/docs/issue-trackers> so that we would be able investigate the root cause efficiently.
