Hello, I recommend that you check the Stackdriver logs <https://cloud.google.com/logging/docs/view/overview> to see if you can find any errors that might indicate what is causing the website to be unreachable as it is not clear what is going on in the backend.
I also found this post <https://wordpress.stackexchange.com/questions/170165/wordpress-wp-admin-https-redirect-loop> on StackExchange where the user is running into a similar problem and they fixed it by making changes to Wordpress files.
