I’m glad your Google App Engine Flex instances are up and running. I have looked in the alerts for January 29 but found no issues related to spinning instances. This was most likely a transient issue which was resolved in short order. If you do have further concerns, since the Google Group is intended for discussion and opinions, please open an Issue tracker[1] and we will investigate.
