When deploying App GAE Standard, it auto creates the Cloud Build <https://cloud.google.com/appengine/docs/standard/python3/testing-and-deploying-your-app#managing_build_images>image but cannot be altered or use Bazel. If you intend to use Bazel command in Cloud Build you can follow the instructions here <https://github.com/GoogleCloudPlatform/cloud-builders/tree/master/bazel>.
