Based on what you have described about your inability to create groups, I would assume you are using our Google App Engine standard environment. If so, I would like to tell you standard has load balancing built into it. Due to this, GAE standard can spin instances up and down based on traffic demands. As far as Google App Engine flexible environment goes, the Cloud Load Balancing is a hidden resource within the Google Cloud Platform. However, each individual instance can be viewed and controlled in the Cloud Platform instances page.
