Currently it is not possible to disable this cipher suite for a custom domain however a feature request <https://issuetracker.google.com/issues/133688048> have already been open for the implementation of this. That being said, it is possible to file a ticket <https://issuetracker.google.com/issues/issues/new?component=187191&template=1162848> with GCP support and ask them to do this for your domain. Please keep in mind there are no ETAs or timeline for a resolution or the implementation of the feature request.
