We have an app that is meant to be used exclusively by G Suite domain 
administrators whitelisting

not use any limited or sensitive scopes.

Per the OAuth API Verification FAQ

this app can skip verification: 

*When can I skip submitting my app for a review?*

Even though this app, per the FAQ, can skip verification, users of G Suite 
domains that have whitelisted our app are still seeing the "Unverified App" 
message.  

So, if this app meets a criterium to skip verification, does that mean that 
users of G Suite domains that have whitelisted our app should not see the 
"Unverified App" message before the OAuth consent screen?
