Virtual Private Cloud (VPC) allows you to connect Compute Engine VMs with 
App Engine Flex apps via internal IPs subject to applicable network firewall 
rules <https://cloud.google.com/vpc/docs/vpc#specifications>.

I suggest you take a look at the VPC specifications 
<https://cloud.google.com/vpc/docs/vpc#intra_vpc_reqs>, how to create 
<https://cloud.google.com/vpc/docs/how-to> and use 
<https://cloud.google.com/vpc/docs/using-vpc> the VPC networks.
