I use Go, and have the 'Secret manager admin' role enabled. But I receive
the following error when calling `CreateSecret`:
rpc error: code = NotFound desc = Project 'project-id' not found.. .
failed to create secret: rpc error: code = NotFound desc = Project
'project-id' not found..
