This doesn't sounds like an issue connected with Cloud Debugger <https://cloud.google.com/debugger/docs>. Because, A 503 Service Unavailable Error is an HTTP response status code indicating that a server is temporarily unable to handle the request.

In my opinion, it seems like your application/code(don't exactly know what) triggering a call to that URL which ultimately end up in the 503 error.
