Filtering with direct comparison such as: "!=" & "=~" can be used with
regular expressions <https://github.com/google/re2/wiki/Syntax>see this doc
<https://cloud.google.com/monitoring/api/v3/filters#filter_syntax> explains
the syntax that can be used.
