I agree with what Shivam said, I did this long back, and as far I remember, I don't know if FTP or SFTP ports are allowed in GAE. you can redeploy the app anyways after making changes until any new changes are made by Google now.

Another thing what you can do is Port forwarding but not sure, as I never did it.
