Hi,

It looks like you may not have connected your Cloud SQL instance correctly 
from app engine. This will depend on whether you are using App Engine 
Flexible vs Standard and whether your instance has a Public or Private IP 
Address. Please find below the documentation that instructs how to 
configure the connections. Let me know if you already followed these 
documentation and if your issue still persists.
