I understand that you are trying to create Airflow DAG using Cloud Composer, however you are encountering the error presented.
Were you able to create the Airflow DAG previously in your Composer environment without issues? Due to the nature of error message this could simply be a transient issue as the error mentions "You may retry the operation later". That being said, would you be able to try to recreate the Airflow DAG and see if this issue persists. If the error message is still showing up, this issue would require a further investigation and inspection of your project resources, I would like to invite you to create a public issue tracker [1] in order to look into this error further.
