We recently added a check to the Provisioning API for agreement to the
administrator Terms of Service.

If you're suddenly getting 401 errors from the Provisioning API (or
NullPointerExceptions in the case of the Java client), then it's
likely the Provisioning API admin has never agreed to the Terms of
Service.

The fix is to sign in to the control panel as the Provisioning API
admin.  Agree to the Terms of Service, and the Provisioning API will
work again.

Sorry if this change caught you off-guard (especially if it set off
your pager).  We try to give plenty of warning for these kinds of
changes, but this one snuck past us.
