I'm using regular email accounts not administrator.  I guess it could
be something in my SSO implementation; how would I know?

A a reference is it true that if you are logged in as a user and then
try to login as another user the first should be logged off
automatically?

As a work around -- I'm forcing users that want to check multiple
boxes to logoff first.
