Now that I think about it, you might have to add some functionality to your custom change password page to use GoogleAPIs to just go ahead and change the password up on Google for those few users.
That might be the best way to do it for now, unless Google can change the behavior of the Change Password URL (don't hold your breath on that one). -- W.G.
