This is one of the key differentiators between standard & premier editions - you would typically use the SAML2 based SSO API for authentication with the gdata based provisioning API to create the users themselves. There are many partner solutions using these APIs and a fair amount of open source code, eg to wire Google Apps into Active Directory - you're welcome to contact us<http://www.aos.net.au/#leaddialog>if you want to know more about your options.
