Hi Patricia,

As far as I know, unfortunately we can not create an account with 0
storage capacity.  But if such users create documents, it just occupy
the disk spaces in Google's data center. So, in my opinion, you don't
need to care about whether or not such users can create documents.

I'd like to know what situation you're facing. Why do you need to
create such an account? Could you tell me the details if its all right
with you?
