Hi,
Generally, in Google Apps, the domain administrator is responsible for
managing user account access.
To allow domain end users to change their own passwords, there are two
options:
* Set up your own change password page and use the Provisioning
API
* Set the "Change password" link in Gmail settings to use the
default change password page (requires modification on our end)
If you decide to go for the second option, please submit a support
request. Instructions for contacting customer support are in the
Google Apps control panel.
