Hi George,

We do not provide an API operation to retrieve user's account
password.  However, you can retrieve other information about a user
account and update them (including password) through the Provisioning
API:

http://code.google.com/apis/apps/gdata_provisioning_api_v2.0_reference.html

In your case, you may consider managing all your users' passwords
through your system and push the changes to Google Apps.
