Hi Massomeh,

If you upgrade to Google Apps Premier edition, you will be able to
have write-only access to user passwords. For example, this allows you
to synchronize user's passwords with other system. You can find more
information about the Provisioning API in the following page:
http://code.google.com/apis/apps/gdata_provisioning_api_v2.0_reference.html

In the other hand, for 2 and 3, our APIs do not offer the features
that you mention.
