I managed to reproduce your issue but I also verified that the same
limitation applies when setting the signature from the UI, so this doesn't
look like an API bug.
The API sends the new signature in the correct format, but then is the Gmail
backend that edits it.
Anyway, I asked the API engineers to give a look at this behavior, but I
think this should belong to the official Gmail Help:
