Hello Just, Do you mean Group owner by the group manager? You have methods to set/retrieve Group owners for the groups in your domain. Refer to the Provisioning API Developers Guide at the following link. http://code.google.com/googleapps/domain/gdata_provisioning_api_v2.0_developers_protocol.html#Create_Owner_Example . You can find the methods for the language of your preference, by selecting the language from the side panel.
