Hello Jay Currently there is no way to know when the report was run. Also as far as the time of running a report is concerned it is an internal implementation and we cannot disclose it. But you can always make a feature request to get time of report run at our issue tracker<http://code.google.com/a/google.com/p/apps-api-issues/issues/list> .
