Hi, This is already a feature request in apps issues tracker<http://code.google.com/a/google.com/p/apps-api-issues/issues/list> . There is no exact ETA when 'manager' for groups will be exposed though API, but we are planning to include this feature in the API based on developers requests. You can star this issue<http://code.google.com/a/google.com/p/apps-api-issues/issues/detail?id=2325> in the issue tracker and you will be notified through mail whenever we update it.
