Hi Paul, As per the documentation page ( http://code.google.com/googleapps/domain/group_settings/v1/getting_started.html#prereqs-enableapis), you should allow 1 week for this request's review process. I checked the status of your requests, and noticed you sent a first one on December 16th which was approved 3 days later. Please note that you get an email with an activation link when that happens and you have to click on that link to confirm the activation. Activation links expire in a week.
I also noticed you sent another request on February 20th, but it wasn't processed as it was related to the same project ID. I assume you haven't clicked on the first activation link on time, if you confirm I'll have the new request processed.
