Hi Darrin,

You can still use Drive API for centralized reporting.  You'll just need to 
utilize the service account method for authentication.
https://developers.google.com/accounts/docs/OAuth2ServiceAccount

This will allow you to "impersonate" each user and fetch their quota on 
their behalf.
