The attribute feed pulls all a collections of relevant attribute to the specific query not all attribute values specified across all items returned.
As stated here : http://code.google.com/apis/base/docs/2.0/reference.html#AttributesFeed 'It provides statistics about how an item type has been used and lists what values have been used frequently for its attributes.' If your wanting a full list of makes and models you'll need to supply these yourself, then query Google Base on the user selection. On your second point how have you changed the locale exactly ?
