no-items-are-live can sometimes mean the submitted item,
website, website landing-pages, e-commerce system, or
the product's supply-chain relationships are seen to
violate some google-base policy, requirement, or rule.

for example, g:shipping is an invalid u.k. attribute.

however, if the violation relates to policies then
items often cannot be submitted once such a status
is in place; someone from google-base must change
the website or account status.

otherwise, simply adhere to the requirement and
resubmit the item -- you might try removing the
shipping attribute if the item's target-country
is the u.k. -- as a start.
