[Caja] Playground doesn't have to be in / (issue4515182)

Description:
Currently, the Playground assumes it runs at the top level path at
a website, which works fine for "ant runserver".  However, this is
somewhat inconvenient if you run the war in a server like tomcat.

This change lets the Playground run in any subpath.
