cajaTamingGoogleLoader should throw until the host signals that it is
allowed to work

This would allow host code to check for the presence of the google loader
url being requested in a script tag (aka, keep an eye out for it in the url
policy) and only enable the feature when the user has requested it, making
this hew more closely to the non-caja way.
