New issue 1715 by kpreid.switchb.org: StringMap crashes initSES.js if SES
startup fails

StringMap.js assumes ses.es5ProblemReports.FREEZING_BREAKS_PROTOTYPES
exists, which is not the case if SES has already bailed out; this throws an
uncaught exception and so breaks the autoswitcher.
We should have a test case that initSES.js does not die if SES is fully
unsupported.
