r5442 eliminated the SES severity level NO_KNOWN_EXPLOIT_SPEC_VIOLATION in
favor of, for SES, allowing ignoring individual problems, since the safety
of a problem depends on what the running code expects. However, for
compatibility and to avoid giving an overly dangerous interface to users,
caja.js still accepts NO_KNOWN_EXPLOIT_SPEC_VIOLATION as a severity level
and provides the old behavior.
Reexamine the situation and decide what caja.js's API should be.
