It is not in http://dev.w3.org/csswg/css-position/ but according to http://lists.w3.org/Archives/Public/www-style/2012Jun/0642.html it is used to allow sticking an element to a border of the viewport that contains the document, as in a menubar that doesn't move when the browser window scolls.

This seems problematic in the same way as position:fixed under CSS2.

Maybe we could translate sticky to fixed w.r.t. the pseudo-document root.
