Those aren't options: I'm proposing we do both.
THe downside to #1, though, is that we'll be slower. Which is still better
than not working at all; I just had it stuck in my head for a bit that we
had _deliberately_ chosen to fail rather than being slow for
PUSH_IGNORES_FROZEN, which is false as noted above ("…no way to express…").
