I do not think we should support createAttribute or setAttributeNode in the
absence of observed need, especially as they would complicate the taming of
attribute nodes (which is necessarily dependent on the element they belong
to).
This issue was filed due to the jQuery test suite using createAttribute to
obtain an attribute node. jQuery itself does not use createAttribute except
on IE≤7 which we do not support. We have already patched out that test
currently.
