Yes, I can add an event with your sample, however it is still not categorized as 'All Day'. That is, there is a check box when you pull up the event in the calendar that explicitly sets the event to 'All Day' (which hides the time fields in the UI). I have not been able to get this checkbox set no matter how I call Insert().
